In this paper, we design and implement fast multiplierless approximations of the discrete cosine transform(DCT) with the lifting scheme, named the BinDCT, which avoids floating point operations.

Firstly, a novel symmetric biorthogonal 97 wavelet is constructed based on the Cohen-Daubechies-Feauveau Theorem, vanishing moments condition and the lifting scheme.
该改进算法以构造双正交小波的Cohen-Daubechies-Feauveau定理和消失矩条件为基础,首先依据提升结构构造了一组对称的双正交97小波;然后用新构造的97小波取代JPEG2000标准中的CDF97小波,该新97小波算法不仅比CDF97小波的计算处理速度更快,而且在保持几乎相同的压缩性能的同时,能够大大简化图像压缩中的运算量;最后,通过将改进的算法应用于网络机器人视频监控系统的实验表明,该算法是可行的。
