Based upon the traffic situation in Shanghai, this paper analyses the surveying data of typical roads and their crossings, deduces that the severe traffic jams are mainly caused by distributing passing right with traffic lights and accordingly resulting in low traffic capacity, and indicates that traffic jams bear the characteristic of being in block and district form.
